About the Steering Group
The Neighbourhood Plan Steering Group was formed and reports to the Stebbing Parish Council. It is made up of volunteers who live in the village and includes 4 members of the Parish council.
The Steering Group first met on 19th May 2016 and the Chairman, Secretary and Treasurer were elected by the members.
In addition a number of Working Groups will be formed to look after various aspects of the plan, and any volunteers will be most welcome.

John Evans has been appointed to the role of Chair of the Group, succeeding Robert James.

Bernard Bazley - Stebbing Parish Councillor
Bernard is a Director of Ebix, a software house in the City of London, having previously been CIO for HSBC and AJ Gallagher insurance brokers. He has lived in Stebbing for 4 years and would like to see the village prosper with better facilities and transport links, but passionately believes in preserving the rural nature of the villages and the beautiful surrounding countryside.
Bernard has three children all studying at various universities around the country and has an ambition to one day see Tottenham Hotspur lift the Premiership.
Christina Cant - Stebbing Parish Councillor
Christina is retired after working in finance for various oil companies. Lived in Stebbing for 48 years and has always been involved in village life. She is married to John with two daughters who live and work in London.
Christina has represented Stebbing on Uttlesford District Council and was a member of its Planning Committee for 19 years which included chairing the committee throughout the 35 million passenger application for Stansted Airport. Christina is a member of Stebbing Parish Council and a school governor, and is passionate about the advantages of growing up and living in a small socially cohesive community.
John Evans - Chairman and Uttlesford District Councillor
John has resided in Stebbing since 1993 and lives in Stebbing Park. Prior to coming to Stebbing, John lived in Hatfield Heath for 10 years. John is a Solicitor by background, having practised for 30 years in the City of London as a maritime and insurance lawyer, and thereafter worked in Greece as General Counsel to a shipping and property investment Group. John is also a local Uttlesford councillor, representing Residents 4 You.
Judith Farr - Stebbing Parish Councillor
Judith is a civil servant with Department of Work and Pensions, having worked there since she left university. Happily married to Adrian, they have lived in Stebbing for 21 years and hope for many more.
Judith has a very demanding job entailing lots of travelling, so her home and garden is her refuge which she wants to protect.
Greg King - Clerk to Stebbing Parish Council
Jacqueline Kingdom - Stebbing Parish Councillor
Jacqueline is a retired medical practice manager (East London & Harlow). She is chairman of two registered charities; in London and the Greater Dunmow area. Married to a Chartered Surveyor whose business is in Great Dunmow, they have lived in Stebbing for 50 years and always participated in village life.
Jacqueline is a Parish Councillor and serves on sub-committees dealing with Planning, HR, and Playing Fields. She also represents Stebbing Parish Council on the Joint Parishes Group, for local planning concerns. Relaxation is time with family, gardening, music, literature and working as a Lee Valley Volunteer.
Andrew has lived in Stebbing since 2002 having bought and renovated Town Mill the previous year with his wife Jacqui. Andrew is a Chartered Surveyor, Chartered Town Planner and Urban Designer with over 40 years’ experience in both the public and private sectors. He founded Andrew Martin Associates in Chelmsford in 1983 and following its acquisition by Capita he formed Andrew Martin – Planning, which operates from the conversion of the former Cowshed at Town Mill.
Andrew and Jacqui moved to Stebbing because they wanted to be part of a thriving and vibrant village that cherishes its heritage and community values.
Francine Morgan - Finance
Francine has withdrawn from sitting on the committee due to work commitments, but still handles finance matters for the neighbourhood plan group.
Val has lived in Stebbing for 15 years. She is now semi-retired, but still has a security company in East London which is run by their son & daughter.
She is passionate about preserving our public byways, footpaths and rural surroundings for future generations. She hopes to be able to contribute to the village by being part of the Neighbourhood Plan steering group. Val is also on the Village Hall committee and the Stebbing Ladies committee..
